根据《出入境尸体骸骨卫生检疫管理办法》入出境骸骨包括：

1. The ashes of deceased individuals during entry, exit, and transit
2. 因医学科研需要，由境外运进或由境内运出的骨灰，按照出入境特殊物品管理

Except for the above circumstances, ashes shall not be transported out of the country or imported from abroad

名词解释：

• 骸骨：指以殡葬为目的的人体骨骼
• 棺柩：指放有尸体的固定形态的坚固密闭容器

入出境的申报流程是什么？

01 入境申报 (entry declaration)

应在骸骨境外启运前，托运人或者其代理人应当向入境口岸海关申报，并按照要求提供以下材料：

1. 骸骨出入境卫生检疫申报单
2. 死者身份证明（如：护照、海员证、通行证、身份证或使领馆等相关部门出具的证明）
3. 出境国家或地区官方机构签发的死亡报告，或医疗卫生部门签发的死亡诊断书
4. 入殓证明
5. 防腐证明
6. 托运人或其代理人身份证明（如：护照、通行证或者身份证等）

02 出境申报 (exit declaration)

需要运送骸骨出境的情况，原则上应当从入殓地所在口岸出境，骸骨出境前，托运人或者其代理人应当向出境口岸海关申报，并按照要求提供以下材料：

1. 骸骨出入境卫生检疫申报单
2. 死者有效身份证明
3. 县级及以上医疗机构出具的死亡证明书或公安、司法部门出具的死亡鉴定书或其他相应的公证材料
4. 需要运送骸骨出境的，托运人或者其代理人应当取得国务院殡葬主管部门认可的从事国际运尸服务单位出具的骸骨出入境卫生监管申报单
5. 托运人或者其代理人身份证明

需要从异地口岸运送骸骨出境的，托运人或其代理人应当向入殓地所在地海关申请检疫查验，检疫查验合格的，海关签发《出境卫生检疫证书》

03 其他情况 (other situations)

在出入境或者过境途中发生人员死亡，需要运送火化的骸骨入境，托运人或者其代理人应当向海关申报并提交以下材料：

1. 骸骨出入境卫生检疫申报单
2. 死者有效身份证明
3. 有效死亡证明或者由公安机关出具的死亡鉴定书

查验和卫生检疫处理有些什么要求？

01 查验流程 (checking procedure)

入境时，由入境囗岸海关进行资料核查并实施现场查验。

出境时，由入殓地海关进行材料核查并实施现场查验，出境口岸海关负责在出境现场核查是否与申报内容相符，检查外部包装是否完整、破损、渗漏等。出境棺柩的现场查验应在尸体入殓时同时进行。

02 卫生检疫检查 (quarantine inspection)

有下列情况之一的，可以判定为卫生检疫查验不合格：

1. 外部包装不密闭、有破损，有渗漏、有异味及病媒昆虫的
2. 进出境骨灰未经包装入殓的
3. 入境途中死亡且死因不明的

对于卫生检疫查验不合格，可按规定进行相关检疫处置。根据规定情形应当火化，但是托运人或者其代理人不同意火化的，禁止入出境。

只有卫生检疫检查合格后签发《出境卫生检疫证书》，才准予进出境

邮寄、携带骨灰进出境

邮寄、携带骨灰进出境的，应主动向海关申报，并提供逝者火化证明、身份证明等相关信息以便海关核实，具体情况以现场海关审核为准。

遗物应如何邮寄、携带入出境？

01 遗物邮寄 (remains)

依据海关总署公告2010年第43号《关于调整进出境个人邮递物品管理措施有关事宜》，个人邮寄进境物品，海关依法征收进口税，但应征进口税税额在人民币50元（含50元）以下的，海关予以免征。个人寄自或寄往港、澳、台地区的物品，每次限值为800元人民币；寄自或寄往其它国家和地区的物品，每次限值为1000元人民币。

02 遗物携带 (carry the relics)

海关总署2010年第54号公告《关于进境旅客所携行李物品验放标准有关事宜》规定，进境居民旅客携带在境外获取的个人自用进境物品，总值在5000元人民币以内（含5000元）的；非居民旅客携带拟留在中国境内的个人自用进境物品，总值在2000元人民币以内（含2000元）的，海关予以免税放行，单一品种限自用、合理数量。
