1、 Export process

1. Local declaration before export

For first-time export enterprises, they are required to submit a self declaration (including production license, compliance with import regulations, etc.) and foreign language label samples and Chinese translations of the sales packaging cosmetics. 2. Customs territorial inspection

The local customs will review the documents and accept the declaration after approval. The local inspection department will conduct on-site inspections, take samples and send them for testing according to instructions.

3. Comprehensive evaluation

If qualified, an electronic ledger data number and certificate will be issued; Unqualified products that can be technically processed shall be re inspected and approved before export. Otherwise, export is prohibited, and those involved in mandatory safety and health projects that are unqualified shall be ordered to rectify.

4. Retest

Objections to the inspection results can be applied for, but cases such as exceeding microbiological standards or backup samples exceeding the deadline will not be accepted.

5. Export customs declaration

Declaration based on electronic ledger data, random inspection by port customs, qualified release, and prohibition of export for unqualified and unprocessed items.

6. Enterprise supervision

来料加工且全部复出口的化妆品，来料进口时提供符合拟复出口国（地区）法规或标准证明文件，可免按我国标准检验；成品按进口国（地区）标准进行检验检疫。
